Vitamin D Levels

The test numbers you mention refer to blood levels of the major circulating form of vitamin D (in units called nmol/L).
Your current level of 27 is indeed on the low end.
It was once thought that blood levels of at least 40 were needed for optimal bone health. Vitamin D (along with calcium) is required to prevent the bone-thinning disease osteoporosis.
More recent research, however, indicates that higher levels of 70 to 80 might be optimal. So your doctor is on firm ground in wanting to push these numbers higher.
I'm taking the "MS" you mention to be multiple sclerosis. Some research suggests that long-term vitamin D supplementation might help prevent multiple sclerosis in women. Though you already have MS, your doctor could be hoping that raising your vitamin D levels might help this disease in addition to its other benefits.
To raise your levels to current recommendations, you may need at least 1,000 IU of supplemental vitamin D in the form of cholecalciferol (D3). I'd suggest talking with your doctor about this.
The safe upper intake level for vitamin D is currently set at 2,000 IU.
Vitamin D is available in both multivitamin and vitamin D-only supplements. Standard multivitamin supplements supply 400 IU of vitamin D, now considered a low-end amount.
The catch is, the vitamin D in supplement products may be either ergocalciferol are cholecalciferol.
The Supplement Facts label typically just says "Vitamin D." So how to tell which form you're getting?
You'll have to peruse the "Ingredients" section of the label, which is not alphabetized. The tiny print on some products calls for a magnifying lens.
Look for either "vitamin D3" or "cholecalciferol" as opposed to "vitamin D2" or "ergocalciferol."

What is a good healthy fat burning diet

Green tea as much as you can consume each day will speed up the metabolism. Also eat a healthy diet + 5 pieces of fruit and veg per day.

There isn't such a thing as a healthy fat burining diet. Crash diets only provide short term results, can cause health problems and the weight tends to go straight back on.
Your weight is approximately 13st, I don't know what your height or sex is, but if your male and average height that isn't much overweight.
Cut back on alcohol, eat a healthy balanced diet and take regular aerobic exercise at least 3 times a week for 30 minutes or more. Check with your physician before commencing exercise if your not used to it or have concerns.

Try to eat less refined foods, brown bread instead of white, brown rice, wholemeal pasta etc and avoid sweet foods containing highly refined sugar. e.g. Chocolate bars & cakes, snack on fruit instead which contain natural sugars. Eat fresh fish & white meat as opposed to red meat and accompany your main meals with vegetables. Aim to eat 5 potions of fruit and veg a day, a portion is enough fruit or veg to fit into the palm of your hand. A glass of fruit juice also counts as one portion, but additional glasses do not count towards your 5 a day. Avoid saturated fats and foods containg Hydrogenated Oils. Change to a vegetable oil spread and use olive oil when cooking. Use semi-skimmed milk and avoid cheese. If you eat youghurt go for a low fat bio yogurt without added sugar.

Avoid skipping meals and eat unrefined breakfast cereal without added sugar, try porridge oats or museli with fruit juice. If you need to sweeten the porridge add a little honey. This will set you up for the rest of the day and stop you from wanting to snack.
Also avoid eating too late at night and listen to your body, eat when you're hungry. Avoid fizzy drinks, even diet ones and drink plenty of water instead.
The weight will come of gradually over a period of time and if you stick to the healthy lifestyle shoud stay off.
